«Cooper was an instrumental figure in the crafting of PROMESA, brokering compromise between key groups in the House as various contentious provisions of the bill were hammered out. He is a trusted aide to Rep. Rob Bishop (R-UT) and has an extensive background in Washington. In general, we view him as a very creditor-friendly face; he is a market-oriented, business-minded individual with deep ties to conservative policy and lobbying organizations. Prior to joining the House Natural Resources Committee, Cooper served as an energy lobbyist, most recently working for the CLNG as a vocal advocate for increasing national reliance on LNG. Cooper is an attorney by training and has served as general counsel to several House committees and as a legal and public policy advisor to a host of energy firms. Furthermore, he has a strong background in utility management, and he would likely bring a sharp understanding of PR’s energy problems to the job if he were named as ED. Cooper also has a history of navigating complicated political dynamics as a back-room negotiator on key legislation such as the Pipeline Safety Improvement Act of 2002. His background on fiscal and bankruptcy issues is limited, but given the expertise at the board, there may be only minimal concern about that deficit of knowledge.»
